t27c on netlink.t27 -- a node fences before its peers decide

t27c 0.5.0 and zig 0.16.0 on a Mac (macOS, arm64), spec at t27 c6237a7: all 9 tests pass, none vacuous; fencing at the 20 s TTL instead of 15 s makes exactly one test fail, a_node_stops_before_any_peer_can_see_it_down; git restores the spec.
